Yes, it is.

The "to" here is actually just a plain old preposition. It's only interesting because most of the time when we see "to" followed by a verb, it's making the infinitive, not acting as a preposition, so it can catch us out when "to" does appear as a preposition.

Another common example of this is "look forward TO sth/doing sth".

Since "to" is acting as a preposition in both these examples, just like with other prepositions, it must be followed by a noun or -ing.

Benefits to STH, if you can put “sth”/“a noun” after “to” then it’s a different “to” from “to+do”

For example, you could not say “I want to food" ❌ so it'll be “to+do”

“There's a drawback to this plan(noun) / to followING this plan”
