Asking for explanation x 1

When you ask "What do you mean", commonly you do not understand what the person is talking about. You're basically asking to repeat the sentence in more detail, asking for clarification. (--> This city is a good place to live in now, becasue it's air quality is good)

When you use "How do you mean" - you are asking "In what manner?" or "In what way?"
